Taxes and Social Benefits in France
On January 1 2010 the taxes and the social benefits will increase.

Taxes(taxes) and social benefits (aides sociales) always increase in January and July in France.
Since January 1 2010, the retired, the poor workers and the people living under the poverty line (seuil de pauvreté) have been the great beneficiaries of the social benefits to rise.
The retired widows who have less than 800 € a month and who receive a reversion benefit (pension de reversion), have their retired allowance increased of 11%.
The workers on a minimum wage are going to earn 8.86 €/h, i.e. 1,343.77 € gross salary per month.
The 24 month CUI (Contrat Unique d’Insertion) will replace all the existing employment contracts that gave work for a long or short term. The CUI is a long-term employment contract to help the workers to integrate the employment market more easily.
Those who live under the poverty line can now receive the RSA, a minimum solidarity benefit, which is 460.09 € per month for a single person without any children.
However, taxes and fees in transport and health are going to rise. TheTGV high speed train fares will increase by 1.9 % and the taxi fares by 1.2 %.
Of course, the social security taxes are also going to increase, especially the fares of the mutual insurance companies by 5 % and the daily cost of your stay in hospital from 16 to 18 €.
The French Health System
Public or private medical services?

In the French Health System, you can choose private or public medical services.
Public medical service by public hospitals for those who benefit from the compulsory minimum medical cover (couverture sociale) (student's health insurance scheme, the CMU, etc.) on presentation of your medical insurance card.
Some General Practitioners (docteurs généralistes) give treatments in hospitals without an appointment in a "public sector" or with and appointment in the "private sector".
But most GPs work in town (privately). You are free to choose your doctor.
Most specialists can be consulted at the hospital on recommendation of your usual GP.
For minor medical problems you should consult a pharmacist (pharmacien), then a GP if it is necessary.
For medical assistance on weekends or in the middle of the night, you may call SOS Médecins: 04 78 83 51 51 or dial one of the other emergency numbers.
Home visit by a doctor (only General Practitioners), chemist expenses, especially at night, on Sundays and Public holidays, are at supplementary rates.
The standard fee for a GP is 21 euros. The doctor will give you a reimbursement sheet (feuille de remboursement) that you have to send to your social security center.
The French Health System
1. It provides a large choice of GPs and specialists
2. It is funded by French employees (20% of their gross salary) and by the State (Social Security, la sécurité sociale)
3. To be reimbursed you must subscribe to the Social Security and have your Social Security Vitale card
4. To qualify for full reimbursement, you must register with your usual GP
5. You personally contribute to the system by taking out an insurance policy (mutuelle) to cover the difference that is not reimbursed.

She can’t have her baby vaccinated against the H1N1 flu in France

In France, Helene cannot have her 15 month baby vaccinated against the H1N1 flu because she has not received the vaccination form yet. Like many French people she watched the 8.00 News on TV yesterday evening and she was upset about the TV report that showed a healthy 15 month baby girl who almost died because she was infected by the H1N1 flu.
So, Helene had concern about her baby’s vaccination: her baby girl is a very healthy and fidgety baby. Yet, Helene reacted like any mother, she was just worried that it may happen to her own daughter.
This morning, she called her health insurance company. She knows her recent moving to a new address may be the reason why she has not received the vaccination form yet. “A 15-day delay is necessary to receive it”, she was told. But Helene is just worried that there are already people infected by the H1N1 flu in Lyon
. She does not want to wait any longer.
What is more, she cannot go to her doctor who lives opposite her house to have her baby vaccinated. Her doctor cannot deliver a prescription for the flu shot since it cannot be bought in a chemist.
Then, she was told to go to a local health center to get the vaccination form before going to a vaccination center. Of course, nobody could tell her how long it would take to get the form at the health center and then get the vaccine against H1N1 at the vaccination center. She just hopes it will not be too long for she will have to go with her baby .
Her baby’s vaccination looks like an obstacle course in France, a modern country where it is usually so easy and so quick to be vaccinated by your doctor against the season flu .

Should We be Afraid of the Guillain-Barre Syndrome?
The vaccinations campaign has started since 12 November in France in order of priority.
6 million vaccination letters are to be sent to the first people to be vaccinated. The vaccination center will be mentioned on the reverse of the document that will include a vaccination coupon the doctor will fill in.
The first people to have vaccination shots are the health professionals, the pregnant women, the relatives who look after children under the age of 3, the staff working in play schools and then, all the people who have health problems and are part of the high-risk groups, especially the young and the elderly.

According to the CSA poll, 76 % of the French do not want to be vaccinated, even though health minister Roselyn Bachelot got her vaccination shot on Thursday.
"Ma vaccination est un symbole de la confiance que j'ai dans la vaccination (et dans les) personnes qui vont assurer cette vaccination", she said to symbolize her trust in the flu shots and the health professionals.
Unfortunately, one Guillain-Barre syndrome case was reported on 12th November. It was caused by H1N1 vaccination that may disorder one person's immune system which damages the nerve cells in some very rare syndrome cases due to vaccination.
Of course, the French health officials will take needed action if more cases were reported during the vaccination campaign.
